Lee Man (Aaron Kwok) es un artista de la falsificación que ha sido arrestado en Tailandia y extraditado a Hong Kong por la policía. Antes de ser juzgado llega a un acuerdo con Yuen Man (Zhang Jingchu), uno de los tesoros nacionales del país, por el cual deberá de desenmascarar a la persona que se encuentra tras el denominado "Pintor" (Chow Yun-fat), el líder de una banda que se dedica a falsificar billetes. Lee no tiene otro remedio que testificar para evitar ingresar en prisión, pero este hecho le lleva a sufrir una serie de amenazas por parte de las personas a las que está a punto de delatar.
