Tokio! ist ein Episodenfilm aus drei Teilen, deren Geschichten sich alle in Japans Hauptstadt abspielen, erzählt von drei nicht-japanischen Regisseuren. Eine junge Frau die ihr Leben für sinnlos hält, durchläuft eine Metamorphose. Ein heruntergekommener Mann der eine seltsame Sprache spricht, versteht anscheinend nur ein gleichgesinnter. Ein Einsiedler erfährt menschlichen Kontakt, als eine junge Pizzalieferantin während eines Erdbebens vor seiner Tür zusammenbricht.
