And a mysterious series of letters and tapes further derails the investigation as the murders continue. When the killer is finally apprehended, he is not charged with many of the crimes that experts now seem certain he committed.

Evidence supports that the Ripper’s campaign of murder and mutilation may have started back in 1968, six years before his first acknowledged victim. Investigators uncover details that the killer was responsible for a series of victims across the country that the police at the time failed to connect to the Ripper. And the lack of cooperation and communication between police agencies would lead to the wrongful conviction of innocent men.
