The Rattler plants his magic plants in the museum and they steal valuable art treasures for him. To foil the thefts, Cool poses as a statue, The Thinker. But his plan is thwarted as he falls victim to the Rattler's creeping ivy. Harry's birthday party is interrupted by the Sarge, who announces that Roland Bun's Bakery has been robbed. The boys find the thief, a nut who is stealing pecans. They persue, but wind up in a barrel of batter. A mansion is robbed with McCool present. He is confused because the methods used are those of all his enemies; The Owl, The Rattler, Hurricane Harry, Jack-in-the-Box and Dr. Madcap. His investigation leads to Benedict Arnold College, where he is trapped by all five master criminals.

Hurricane Harry sucks in the sun's rays, then blows out air so hot it melts bank vaults and armored cars. Cool goes after him with his new flame freezer. But Harry ties him to the blade of his windmill, and then prepares to burn it down with his hot breath. At the Policeman's Ball, Harry McCool and the Komedy Kops fall in love with Kathleen Klotz. An organ grinder's monkey steals her hair ribbons, and the boys give chase. Instead of capturing the monkey, the boys wind up stuffed into a chimney. The Rattler covers the entire surface of the earth with vegetation and threatens to make matters worse unless he is given 100 million dollars. McCool sets out with a plant evaporator gun, but is trapped in the forest by the Rattler.

Jack-in-the-Box hi-jacks an armored car and disappears with it. McCool in his Coolmobile finds the missing truck by accidentally backing into it. Jack springs off, his arms filled with money bags. Cool follows the culprit, only to find that Jack has him covered with a square cannon. Harry McCool and the Komedy Kops discover that the town clock, Big Benny, is missing. They take off in pursuit of the criminal, and wind up in a deserted shack filled with clocks, where they're attacked by a clock stealer. Hurricane Harry steals an ancient Egyptian idol, the Wind Goddess. Cool flies off to the desert, crash lands on a pyramid. Harry starts a sand storm, which buries Cool.

Jack-in-the-Box has gone into the toy business. But they're special toys. By electronic control, Jack gets them to rob their owners. Cool goes after him, armed with springs in his feet. But Jack captures him, ties him in front of a toy firing squad. A crow flies into the Pushkey Piano factory at night and turns on the player pianos, causing a racket. The Kops get into the factory and turn off the pianos, but the crow turns them right back on again. Dr. Madcap discovers a compound that removes wrinkles. But it works for only 24 hours, leaving the user with a plaid face. McCool traps Madcap and Greta Ghoul in their hideout. But they capture him, and prepare to cook him in their wrinkle remover.

Dr. Madcap captures 32 British secret agents and is about to apply his Brain-Drain Cap to learn all their secrets. McCool rushes to the rescue, but is trapped by Dr. Madcap and strapped to a table. As the Mayor is about to present the key to the city to a VIP, the Flying Demon swoops down and steals it. The Komedy Kops convert their bikes into a jet to give pursuit. The 11th and 12th National Banks are robbed by a 500 lb. canary. McCool suspects the work of The Owl and goes to his hideout. McCool's calm is shattered by the supersonic boom of the canary's tweets.

Film star Sophie Alluring is visiting the country, wearing a $99,000 diamond necklace. Jack-in-the-Box poses as a photographer, and steals the necklace. Cool McCool corners Jack in his box, but the culprit kidnaps him and takes him to his boxing ring. On a steep hill, the Kops lose control of their bike, crash into a truck loaded with chickens. Hundreds of chickens escape. But don't worry, the Kops will catch them. Dr. Madcap invents a love gas which enables him never to steal again. One whiff of the gas and people love him so much they give him their possessions. He tries it out on a bank guard, and walks away with one million dollars. His next stop is the office of Number One, where McCool is standing guard.

Dr. Madcap creates a hat that turns the wearer into a mindless fool. He uses it to steal the priceless Pearl of Punjab. McCool, assigned to the case, is tricked into wearing the hat and finds himself at Madcap's mercy. The Sarge has ordered Harry McCool and the Komedy Kops to whitewash the jailhouse. In their rush to finish, they paint the face of their roughest prisoner, then they paint the Sarge, then they paint each other. This gets Harry mad, and he tosses a bucket at Dick...and hits the Sarge. The Rattler steals a Truth Telling Machine and robs eight banks. Riggs invents the Cobrina to combat the Rattler. McCool tests it in combat, only to fall under the hypnotic spell of the Rattler's Truth Telling Machine.

Armed with giggle grenades, Jack-in-the-Box robs a armored car. To protect him from the giggle gas, Cool is equiped with a gas mask. Cool finds a big box in his Coolmobile. Out jumps Jack, hands Cool an apple. The apple explodes, and Jack escapes to the box factory. A practical joker wakes Harry Mr.Cool and the Komedy Kops with a phoney siren. They take off after him, but realize they're not in good enough shape. So they go to the gym. But there too the joker torments them. Hurricane Harry announces that he intends to blow up the world until it pops like a balloon...unless he is appointed King. Cool McCool is assigned the task of deflating the plan, but Harry blows up McCool instead.

Jack-in-the-Box uses a huge magnet to capture rockets launched at Cape Carnivorous. He announces he plans to capture the moon. Cool races out to capture him, but gets magnetized to Jack's lair. Jack then springs away, with Cool pursuing him on a pogo stick. One night Harry McCool and the Komedy Kops follow the delicious aroma of freshly baked pies in Mrs. Plotz' pie factory. There they run into a spy from Plintz' Pies, stealing Mrs. Plotz' secret recipes. It soon turns into a pie throwing contest between the spy and the Kops. Hurricane Harry kidnaps Queen McQueen and is holding her for one million dollars ransom. The Foreign Office decides she is not worth it, so McCool is assigned to the case. Disguised as a washerwoman, McCool finds the Queen. But Hurricane Harry traps them on a reef.

Tom, Dick, and Harry discover that Mighty Morris, the strongest man in town, is also the Shoehorn Thief. They move in for the capture. But Morris uses his strength to tie them into knots and sends them into orbit. The Rattler has developed a venom ray that makes any living thing hate the closest one to it. McCool follows the Rattler to his garden. But the Rattler put his evil ray on the Coolmobile, turning it into a hot rod that will destroy Cool himself.

Enrico Paisan and Katrinka Kalorie, opera stars, are plagued by a horrible and mysterious voice. The Komedy Kops are called in and disguise themselves as spear carriers in an attempt to stop the Phantom. The Owl and his henchwoman, The Pussycat, organize the birds of the nation into a crime syndicate. Even the peacock of a certain T.V. network has joined. Number One assigns McCool, who stalks the Owl, but winds up as his prisoner in a bird cage.
